Africa: London launches the first African sovereign bond ETF targeting European investors
For years, African finance ministers have repeated the same observation at investor conferences: the continent does not lack bankable projects, it lacks affordable capital. This week, a concrete step was taken. Legal & General Asset Management (L&G), one of the UK's largest institutional investors, has launched the L&G LSF African Government Bond (USD) UCITS ETF, presented as the first exchange-traded fund of its kind accessible to European investors, built on an iBoxx family index. The available source (AllAfrica) does not specify the exact composition of the index, the included countries, management fees, or initial assets under management—these elements remain open questions. For African states, an ETF channel facilitates access for European investors, including small managers and retail investors, to an asset class previously reserved for specialized funds. This could broaden the investor base and potentially reduce the financing costs of public treasuries. It remains to be seen what the real scale of this effect will be: the reduction in the cost of capital will depend on secondary market liquidity, the sovereign ratings of the countries making up the index, and European investor appetite in a context of still uncertain global interest rates.
