Mozambique: ECA and Maputo Explore Innovative Financing to Strengthen Sovereign Solvency
From September 21 to 23, 2026, Maputo hosted a national workshop organized by the Economic Commission for Africa (ECA) and Mozambique's Ministry of Planning and Development (MPD), focusing on strengthening the country's sovereign solvency and innovative financing. The workshop brought together government institutions, the Bank of Mozambique (Banco de Moçambique), financial market institutions, development partners, academics, and national and international experts to discuss debt sustainability, capital market development, and climate and nature-related finance. Isabel Sumar, Permanent Secretary of the MPD, stated: "The objective is to mobilize resources compatible with the country's capacity, under sustainable conditions, and channel them towards investments with economic, social, and environmental returns." Sonia Essobmadje, Head of the ECA's Financing and Domestic Resource Mobilization Section, indicated that the institution "supports African countries in strengthening domestic resource mobilization, promoting more sustainable debt management, and enhancing solvency," through policy advice and platforms such as the Coalition for Sustainable Debt. The agenda also featured thematic bonds, debt-climate and debt-nature swaps, blended finance, carbon markets, and biodiversity credits, with an emphasis on necessary policy and regulatory frameworks. Mozambique faces high investment needs amid constrained fiscal space and tighter international financial conditions; the workshop is set to guide priority reforms and technical assistance aimed at broadening its access to sustainable financing.
